One solution would be to let students opt-out through the students association during enrollment. If there is no hurdle to opting out then students will not be asked to think about the consequences of their decision; many will regret their immediate save-the-cash urge.

The current bill, if passed, would prevent the University collecting fees on behalf of EXMSS. EXMSS currently has no capacity to collect fees so new systems would have to be put in place.
